I wonder how the users would feel. Sure, you could take the userbase but if you now have a bunch of unhappy users whose forum you just killed or rolled into your own, is it worth it?
That's about the only risk to the investment, is that you may not get the activity out of it.

It can work if it's the exact same niche, you offer the same services and extras. However if you merge other nitches into let's say a general discussion site with sections for everything people tend to boycott that as it's "not the original site" and leave. I actually had that when I merged all of my sites into one conglomerate site. It was one of those all in one sites that offered a little bit of everything. Over 40k members, and people just didn't like that idea so I ended up undoing it and killing off the activity completely killing everything involved with it all.
That sounds like a mess, yeah it has to be the same or things get messy, as you experinced.
